Can't update user

Description

Steps to reproduce:
 1. Create a user.
 2. Create an organisation group and add the user to it.
 3. Go to IDM -> Users and search for the user created in Step 1.
4. Set the group created in Step 2 as primary group.

Expected result: The primary group should be set.

Actual result: An error message is displayed: "Error while updating user status".

Same behaviour is encountered when trying to move an user to a different tenant.

Not reproducible in 1.8.0 or 1.8.1
